The Southern Africa Youth Parliament (SADC Youth Parliament) is a flagship programme of the Southern Africa Youth Forum (SAYoF), operating under the mentorship of the SADC Parliamentary Forum. It serves as a youth-led regional platform for policy advocacy, dialogue, and engagement, bringing together young leaders from across SADC to deliberate on issues affecting their communities. Through structured consultations and inclusive participation, the Parliament amplifies youth voices and influences policy at national, regional, and international levels, while promoting values such as Pan-Africanism, unity, inclusion, and good governance.

Why a SADC Youth Parliament?

Regional youth parliaments have become a common feature of modern international governance. The most notable examples include the Commonwealth Youth Parliament, the Global Youth Parliament, and the European Youth Parliament.   A youth parliament is not an elected body like a conventional parliament, but rather seeks to be a youth development platform that creates a channel through which:

Policy Dialogue
Youth leaders of the region can debate and consult on policy issues that shape their collective future.
Values Mentorship
Youth leaders of the region can be mentored and guided in values that strengthen leadership and regional unity.
Leadership Empowerment
Youth leaders of the region can be equipped and empowered with networks and skills for public leadership.
Grassroots Networking
Youth leaders of the region can connect with peers and mentors to drive grassroots development initiatives.
 

The Roles and Responsibilities of the SADC Youth Parliament.

Advocacy Arm
+ A representative Regional Policy Advocacy and Engagement arm of SAYoF.
Legislative Influence
+ Work with National Parliaments, Ministries of Governments, National Youth Councils, Youth Organisations, Pan-African Organisations, Young people, and Regional and International Organisations to influence legislation and the implementation of national, regional, and international instruments and practices that empower and facilitate youth inclusion and participation.
Regional Collaboration
+ Closely work with regional structures, especially the SADC Parliamentary Forum (SADC-PF), to advance the interests of the youth.
Decision Platform
+ A platform for key decisions that influence policies and practices at national, regional, and international levels.
Priority Monitoring
+ Monitor Youth Development Priorities in the region and at the national level.
Youth Deliberations
+ A space to deliberate issues that affect young people at community, national, regional, and global levels, to enable the proffering of solutions and recommendations for policy changes and action.
Global Representation
+ Represent SAYoF at National, Regional, and International Platforms in line with SAYoF's vision, values, and objectives.
Stakeholder Engagement
+ Engage with Policy Makers, Youth, and Stakeholders on various issues around youth inclusion, effective participation, and development.
Agenda Bridging
+ Complement and support the work of young people at the national and regional levels and be a bridging voice between national and regional agendas.
National Representation
+ Represent their countries in the official sitting of the SADC Youth Parliamentary business and various platforms in line with the Youth Development Model (YDM).
Structural Support
+ Support, initiate, and collaborate with other SAYoF structures such as the Clusters, Sub-Committees, and Country offices in bringing out the youth voice, youth programs, and effective engagement.
Issue Recommendation
+ Recommend key issues to the SADC Youth Forum annual gathering, among other platforms.

The Southern Africa Youth Parliament is a regional platform under SAYoF that advances youth inclusion, leadership, and policy engagement across the SADC region. It outlines the Parliament’s roles and responsibilities, governance structures, composition, membership criteria, and operating procedures, including the functions of Speakers, Clerks, and representatives of persons with disabilities. The Parliament serves as a space for debate, advocacy, mentorship, youth development monitoring, and collaboration with national, regional, and international institutions.
